It should be noted that although the 'ban' on horse slaughter precludes horses being processed for 'human consumption', the ban does not prevent horses from being slaughtered as food for domestic animals and zoos. FEEDLOT HORSES REMAIN ENDANGERED AS LONG AS THESE HORSES STAND  ON THE FEEDLOTS.
